This Decree regulates in details conditions and procedures for issuance of licenses for transport business

One of the new points of this Decree is that shuttle buses must be also equipped with automobile trackers

In addition, before July 1st, 2021, passenger automobiles having at least 09 seats (including the driver) must be equipped with cameras to record images inside each automobile (including the driver and the car doors) while they are on the road. These images shall be provided for the police force, traffic inspectors and the licensing authority to ensure transparent supervision. Time limit for retention of these images is 24 hours – 72 hours (for automobiles making journeys of more than 500km)

Excluding provincial buses, other passenger automobiles must be equipped with safety belts for all seats and beds

This Decree takes effect from April 1st, 2020 and abrogates Decree No. 86/2014/ND-CPstatus1 .
